Try downloading something else like a lipstick and then you can find it easily when creating a new sim, just to check you are doing it right. If that doesn't work, then you are either doing something wrong or perhaps you can't find where it is in game, or there is something wrong with the content itself. package files into the Packages folder and they should work in game. While still in the Mods folder, create a new folder called Packages. Get the resource.cfg file and place it in the Mods folder. Unzip it (try doing 'extract here' or 'unzip here', might work better).
